Weird. It wouldn't surprise me if they pick and choose who to test....especially in the town that I live in. I look a lot younger than I am, so people just tend to assume that I am a teenager, which than led to me and my youngest being drug tested without my consent after he was born. :? I didn't find out until one of the nurses was telling me the results of mine and my son's blood work(which was negative). The same thing happened when I had my oldest kiddo too.

I had to sign a consent for my son.
They had to change all diapers for us until they collected enough pee. They used special diapers.

At our hospital they don't take the baby at all. Scale, and all other equipment, is brought into the room. The room you have the baby in is the room you stay in for your stay, and the baby never leaves your side (unless you smoke or want to shower and you don't have family there, then they go to the nurses station).
There would have been NO opportunity for them to test my baby - I did all the diaper changes, etc. and they were never alone with him, and the heel prick isn't done here until days later when you are at home.
Things are different here though, like we don't get the Hep and Vit K shots at birth like I've heard many babies in the US get.

That is pretty much how it is done in Ontario too...but the heel prick is done the day after delivery...at least that is how it was at the hospitals that I delivered at.

Here they do it at home when the home care nurse comes in within 3-4 days of birth.
As for going through the garbage for diapers (previous post) - even if they found something, they couldn't get that to hold up in court - whose to say you didn't have a friend visting who changed thier baby?

For instance, I was in with my son (in newborn diapers) to visit a friend and her new baby and changed him there. It would be hard to legally prove a diaper from the garbage came from the baby they were aiming to test.
