I understand where your coming from but I think the best thing for you to do is first talk to your mom and tell her how you feel. Let her know that you feel it's a special time for the two of you to bond and share. I would like to think that you want your mom to also be there to support your friend, as long as your not being pushed to the side in the process. 
Then talk to your friend and let her know that you want to share in this with her and you want her to be there for you as well. Let her know it doesn't have to be a competition between you.

Your mom's involvement with people is up to her. 

And personally I don't think you can dibbs a name of you're not pregnant with it yet,  and she is.

Next time I wouldn't say the name I was considering for a second child. You aren't even pregnant with a second child yet. 

I would talk to my mother about this.

Talk to your mom about it and see what she thinks. Also  can't you lock your doors so the friend can't be over when you're not there? Just put some distance between you two. This post does come off as petty. It sounds ridiculous from afar. 

hope she has a girl so she can't use "your" boy name (just fyi you may never get a boy to use it for)  don't share baby names in the future. Idk.
