I don't think it's unreasonable to penalize someone if they are not actively engaging in their employer's wellness programs. However I do think it's unreasonable to penalize them for their body not responding to such programs. For example, I am obese by my BMI. I run regularly, eat healthy, and participate in various fitness events. I'm doing everything I can to be fit. I shouldn't be penalized because my body is stubborn.
