Ok it is as simple as this, do you want to have her over? If you would like to have her at the party then invite her. Try not to over think it. It is never rude to invite someone to a party.

This might be a good way for you to get to know each other better.

And about her second babys birthday party... do you even know if they had one? With her kids so close the second one probably did not "need" much. Maybe she just did somthing with the parents.

She might feel like you do, a little unsure at times about your relationship. So invite her to help build up that relationship! I am sure it will all be just fine :)
